Deputy Director General - Human Resources – based in Luxembourg

- cultural environment. We also offer relocation support. The EIB, the European Union's bank, is seeking to recruit for its Human Resources Directorate (HR), at its headquarters in Luxembourg, a Deputy Director General - Human Resources.
This is a
- time position at grade 8/9.
The successful candidate will be offered a definitive duration contract (CDD) of 5 years which may be renewed or converted in accordance with applicable policies and rules.
Purpose
You will support the Director General in leading the HR Directorate and developing an overall strategy for HR, with direct responsibility for several strategic and operational units/divisions. You will contribute to shaping a modern, inclusive, and efficient HR function aligned with the Bank’s culture and strategy, in a context of high pace of change with focus on digitalisation and efficiency increase.
Accountabilities
- Lead and manage the Employee Relations Division, ensuring compliance of HR procedures and policies with EU labour law, internal regulations, international standards and alignment with EIF.
- Act as Head of Social Relations and ensure effective social dialogue with staff representatives and stakeholders.
- Lead and manage the Coordination Division (composed of the Strategy, Risks and Processes Unit and of the Procurement, Purchasing and Budget Unit); ensuring robust governance, risk management, overall compliance and continuous improvement of HR processes as well as strategic alignment with institutional needs.
- Ensure that staff within the remit have the right competencies, objectives and motivation.
- Contribute to the development and implementation of HR strategy, policies, and transformation initiatives, ensuring a sound legal framework for the Directorate’s operations and supporting the overall objectives of HR and the EIB.
- Establish and manage the resources and means (budget, processes, SLA with relevant stakeholders) necessary to efficiently implement the HR strategy in the divisions covered.
- Develop and maintain efficient and collaborative relationships with other teams within HR and within the Bank (especially with the Legal Services Directorate).
- Ensure effective internal communications within HR and foster a culture of collaboration, trust, and innovation across the HR Directorate.
- Represent the HR Directorate in internal and external forums, including negotiations, institutional committees, and EU-level bodies, building co‑operation and creating knowledge exchange within the EIB Group and EU institutions.
Qualifications
- University degree (post‑graduate) in a Legal, HR or Business area.
- At least 15 years of relevant professional experience in a legal and business area, including HR exposure.
- In depth understanding of social and labour law matters with extensive experience in social dialogue and a strong background in European Civil Service law.
- At least 10 years in a managerial position – experience in managing, developing and mentoring staff is required, in a multicultural environment or international organisation.
- Strong leadership and influence skills: capacity to inspire teams, build trust and drive alignment across the organization.
- Strong understanding of HR policies, procedures, organisation and activities including financial and compliance processes (budget, procurement and audit topics).
- Relevant experience in process optimisation and in change management.
- Strategic operational acumen and organisational agility: capacity to efficiently manage resources and optimise processes to deliver results, in a complex and constrained environment.
- EU institutional awareness, ability to understand the role of the Bank within the EU policy framework.
- Developed European Institutions network would be a distinctive advantage.
- Practical experience working in an EU institution or agency as a distinctive advantage.
- Broad knowledge of EIB Group business activities and objectives, strategies, policies and processes.
- Excellent knowledge of English and French. Knowledge of other EU languages would be an advantage.
