T) Contract Manager
to join a newly established team in the
UK Foreign, Commonwealth and Development Office's (FCDO). This is a unique opportunity to contribute to a

rtunity to be directly involved in managing contracts that underpin critical services across consular, crisis response, and digital infrastructure.

What You Will Do:
As a key member of a newly established team of contract management specialists, you will:
- Manage selected critical contracts in the Digital, Data and Technology (DDa
T) portfolio. - Develop and implement contract management plans, compliance frameworks, and performance monitoring systems.
- Lead contract negotiations, variations, extensions, and dispute resolutions.
- Provide commercial advice and support sourcing strategies.
- Monitor supplier performance against KPIs and drive

- money outcomes. - Champion digital tools and
- driven approaches to improve transparency and efficiency. - Act as a 'trusted adviser' to internal teams and suppliers, promoting contract management best practices.
- Line manage an EO Contract Support Officer and contribute to staff development and succession planning.
- Collaborate with stakeholders across the UK and Portugal, including the Information & Digital Directorate and Consular & Crisis Directorate. .

What We Are Looking For:
- Strong commercial contract management and supplier relationship management experience, ideally in the DDa
T sector. - Excellent negotiating skills in navigating complex contracts and managing supplier performance.
- Strategic mindset with the ability to see the big picture and make effective decisions.
- Excellent communication skills and leadership skills with the ability to influence at all levels.
- A degree in Procurement, Supply Chain, Business, IT, Economics, or Finance. CIPS qualification would be ideal
- International procurement experience and knowledge of working with
- procurement tools. - Analytical ability to interpret complex data and commercial models.
Essential qualifications, skills and experience
Candidates should note that the FCDO operates within a regulated sector for procurement and under English Law. Training will be provided on the UK's legal framework. However, skills and experience in the principles of contract management will be an essential foundation.
- High level of fluency in English, both spoken and written — minimum C1 level according to the CEFR*
- University degree or equivalent in Procurement, Supply Chain, Business, Information Technology, Economics, Finance, or a related field.
- DDa
T Sector Background: Minimum 3 years of relevant experience in sourcing and/or contract management within the Digital, Data and Technology sector (as either a buyer or supplier). - Commercial Contract Management: Strong track record in managing complex commercial contracts and delivering successful outcomes.
- International Procurement: Experience working in a regional or international procurement role beyond the domestic market.
- Team Leadership: Demonstrable experience in line management and leading teams to achieve commercial goals.
- Stakeholder Engagement: Proven ability to influence and support internal and external stakeholders, including
- commercial staff. - Customer Service: Strong service orientation with experience guiding others.
- Analytical Thinking: Ability to interpret complex data and commercial models to support
- making.
Desirable qualifications, skills and experience
- Formal qualification in Procurement or Commercial discipline (Chartered Institute of Purchasing and Supply CIPS or its equivalent)
- Knowledge of relevant UK and EU procurement legislation
- Experience of working with
- procurement tools
Salary, other benefits and conditions of employment
This is a
full-time, permanent contract
for 35 net working hours per week, subject to a 180 days probation period. This role is based in Lisbon, with occasional travel required to London, Scotland, and Vilnius. We are flexible on travel requirements and open to discussing individual circumstances.
The British Embassy in Lisbon aims to offer
an attractive working environment and remuneration package for this role of € 48, 503. 48 gross annual salary paid in fourteen instalments; plus a monthly meal allowance of €193. 60
. This salary is payable if the successful candidate is subject to individual income tax (IRS) in Portugal on the employment income in question. If the successful candidate is not subject to individual income tax (IRS) on their employment income in Portugal, and/or is not taxable elsewhere on such income, s/he will receive the above salary minus a reference amount approximate to the level of Portuguese tax that would be applicable if the income were subject to tax locally. Further information on this will be given to candidates during the recruitment process.
All staff recruited locally by the British Embassy in Portugal are subject to local Portuguese employment law as well as internal regulations in force at any given time.
The successful candidate will be subject to a professional background and security clearance and must have
- existing work authorisation for Portugal in order to apply.

Working Pattern
:
35 net working hours per week as per Lisbon local staff Terms of Service. The Embassy's flexible working policy currently allows for staff to work remotely for up to two days a week. This role is based in Lisbon, with occasional travel required to London, Scotland, and Vilnius. We are flexible on travel requirements and open to discussing individual circumstances
