I hereby announce that, by my order of July 21, 2025, in the exercise of competence delegated by Order No. 9493/2022, published in the Official Gazette, 2nd series, No. 148 of August 2, for a period of 30 (thirty) working days from the day immediately following the publication of this public notice in the Official Gazette, a documentary competition is opened for the recruitment of an associate professor for the position with reference 2023. 13694. TENURE. 029 (Associate Professor in Physiology and Paediatric Cardiology) which is part of the program contract between the Foundation for Science and Technology, I. P. (FCT, I. P. ) and the Faculty of Medicine of the University of Porto (FMUP), concluded under the Scientific Employment Regulation, Regulation No. 607-A/2017 amended and republished by regulation No. 1083/2023, published in the 2nd series of the Official Gazette of October 12, 2023, within the framework of the FCT-Tenure program – 1st Edition.
In accordance with paragraph j), No. 1 of clause 3 of the aforementioned program contract:

1 - Applicable Legal Provisions
This competition is opened under the provisions of:
- Articles 37 to 51, 61 and 62-A of the University Teaching Career Statute (ECDU), republished by Decree-Law No. 205/2009, of August 31, and amended by Law No. 8/2010, of May 13;
- Regulation of Competitions for Recruitment of Full, Associate and Assistant Professors of the University of Porto (abbreviated as Regulation), approved by Order No. 12913/2010, published in the Official Gazette, 2nd series, No. 154, of August 10, amended by Resolution (extract) No. 380/2019, published in the Official Gazette, 2nd series, No. 64, of April 1;
- Disciplinary and scientific areas of the Faculty of Medicine of the University of Porto, approved by Order No. 7793/2022, of June 1, published in the Official Gazette, 2nd series, No. 121, of June 1, 2022, rectified by Rectification Statement No. 450/2023, published in the Official Gazette, 2nd series, No. 117, of June 19, 2023, and by other applicable legislation, namely:
- Code of Administrative Procedure, approved by Decree-Law No. 4/2015, of January 7, in its current wording, hereinafter referred to as CPA.
- Regulation (EU) 2021/241 of the European Parliament and of the Council, of February 12, 2021, establishing the Recovery and Resilience Mechanism.
- Council Implementation Decision No. 13351/23 of October 17, 2023, amending the Implementation Decision of July 13, 2021, concerning the approval of the assessment of Portugal's recovery and resilience plan.
- Decree-Law No. 63/2019 of May 16, the National Science and Technology System (SNCT);
- Program Contract "Institutional Support Competition Procedure – FCT Tenure 1st Edition, concluded between the Foundation for Science and Technology, I. P. , and the Faculty of Medicine of the University of Porto", on February 10, 2025.
2 - Administrative Admission Requirements
Administrative admission to the competition depends on fulfilling the following requirement: holding a Doctoral degree obtained through a medical school more than five years ago, counted until the day before the application deadline, under the terms of article 40 of the University Teaching Career Statute (ECDU).
If the doctorate was conferred by a foreign higher education institution, it must be recognized by a Portuguese higher education institution, under the provisions of Decree-Law No. 66/2018, published in the Official Gazette, 1st series, No. 157, of August 16. This formality must be completed by the time of contracting.
3 - Approval on Absolute Merit
3. 1 - In the absence of grounds for rejection of applications, the Jury will deliberate on their approval or
- approval on absolute merit, by justified nominal vote, with abstentions not being admitted.
3. 2 - A candidate who is approved by absolute majority of the voting jury members is considered approved on absolute merit.
3. 3 - Approval on absolute merit of candidates depends on possessing an overall curriculum that the jury considers to be fundamentally meritorious in scientific and pedagogical terms, research capacity and developed activity, compatible with the disciplinary areas of Physiology and Pathophysiology, Cardiovascular and Respiratory Sciences, Cardiology and Pediatrics of FMUP and adequate for the category of associate professor, as documented in the information presented for competition.
3. 4 - For the purposes of the evaluation referred to in the previous point, the substantiated approval on absolute merit of candidates will depend on the cumulative observance of the following six conditions:
3. 4. 1 – Hold a Degree or Integrated Master's in Medicine.
3. 4. 2 - Hold a Doctoral degree in the area of Cardiovascular Sciences awarded by a Medical School.
3. 4. 3 – Hold the Degree of Specialist and Consultant in Paediatric Cardiology.
3. 4. 4 - Meet at least one of the following criteria (a or b):
a) Publication of at least 14 scientific articles, with:
i) being first or last author in at least 7.
ii) and at least 7 being in the 50th percentile of the disciplinary area(s).
b) The number of citations of their articles, as first or last author, must be greater than 250, using SCOPUS citations as reference, and a global H-index greater than 8.
3. 4. 5 - Development and coordination of scientific projects (including clinical trials), as principal investigator.
3. 4. 6 - Experience in postgraduate training in the context of Cardiovascular Development and Congenital Heart Disease and Cardiovascular Imaging.
3. 4. 7 - Responsibilities in postgraduate training with completed supervision/co-supervision of at least 1 Doctoral student and at least 4 Master's/Integrated Master's students. The absence of Master's supervision can be compensated with another completed Doctoral supervision.
4 - Evaluation and Ranking on Relative Merit
Once candidates approved on absolute merit are definitively identified, they proceed to ranking on relative merit, based on the aspects and ranking criteria, respective weighting and final assessment system, detailed below, established in accordance with the provisions of No. 6 of article 50 of ECDU and article 14 of the Regulation.
4. 1 - Methodology and Assessment Areas
Candidates approved on absolute merit are subject to a curricular evaluation from 0 to 100 points, considering the general functions assigned to university teachers provided for in article 4 of ECDU, focusing on various Curricular Areas (VC) indicated below and the Scientific-Pedagogical and Extension Program, with emphasis on aspects in the specific domain of Medical and Health Sciences, scientific area of Clinical Medicine, scientific
- area of Cardiac and Cardiovascular System, within the disciplinary areas of Physiology and Pathophysiology, Cardiovascular and Respiratory Sciences, Cardiology, and Pediatrics, according to the following weights:
Curricular Areas (VC):
Scientific Merit (MC) — 50%
Pedagogical Merit (MP) — 20%
Other activities (OA) - 15%
Scientific/Pedagogical and Extension Program (PCPE) - 15%
4. 2 - Assessment Criteria
The criteria to be considered in evaluating each of the Curricular Areas (VC) of assessment, identified in the previous point, and the weighting to be attributed to each in the final classification are as follows:
4. 2. 1 - Criteria for Scientific Merit (MC) Assessment - 50%
4. 2. 1. 1. Scientific production (40%) - Quality and quantity of scientific production (original articles, books, conference communications) expressed by the number and type of publications, by the recognition given by the scientific community (reflected in the quality of publication venues and references made by other authors) and, when applicable, by the capacity for translation of achieved research results.
4. 2. 1. 2. Scientific intervention (10%)
4. 2. 1. 2. 1. Coordination and implementation of scientific projects - Quality and quantity of scientific projects participated in and results obtained, with emphasis on project coordination; in quality assessment, attention should be paid to the type of funding obtained for the project, i. e. , whether there was application evaluation and which entity was responsible for evaluation.
4. 2. 1. 2. 2. Formation of scientific teams - Capacity to generate and organize scientific teams, emphasizing supervision of
- doctoral, doctoral and master's students.
4. 2. 1. 2. 3. Intervention in the scientific community - Capacity for intervention in the scientific community, expressed through event organization, collaboration in journal editing, publication of review articles or book chapters, invited presentations, participation in academic juries, etc. , with particular emphasis on international intervention.

4. 2. 1. 2. 5. Other factors - Such as, e. g. , spinoff companies, patents and development of innovative technologies for clinical application.

Implementation of pedagogical projects (15%) - Capacity to coordinate and promote new pedagogical projects (e. g. , creation of new curricular unit programs, participation in creating new courses or study programs, etc. ) and reform or improve existing projects (e. g. , reformulate existing curricular unit programs, participate in reorganizing existing courses or study programs, etc. ), as well as implement projects with impact on the
- learning process.

4. 2. 2. 2. 1. Teaching performance - Service provided in undergraduate and postgraduate training, namely through teaching practical and
- practical classes in curricular units of various study cycles and
- degree programs or courses.
4. 2. 2. 2. 2. Pedagogical production - Pedagogical material produced; publications or conferences of pedagogical nature.
4. 2. 2. 2. 3. Pedagogical Coordination - Intervention in pedagogical activity coordination (namely through service as regent and participation in pedagogical management bodies).
4. 2. 2. 2. 4. Knowledge dissemination in the community - Capacity to create and intervene in community training actions.
4. 2. 3 - Criteria for Other Activities Assessment (15%)
4. 2. 3. 1. Relevant clinical activity (10%) - Performance of duly proven clinical functions in the area where the candidate teaches and researches.
4. 2. 3. 2. Provision of services with institutional relevance (5%) - Participation in advisory or management bodies.
4. 2. 3. 3 Scientific Project Program / Activity Plan (PCPA) — 15%
Scientific-pedagogical and extension program (PCPE) that the candidate proposes to develop in Medical and Health Sciences, Clinical Medicine, Cardiac and Cardiovascular System, within the disciplinary areas of Physiology and Pathophysiology, Cardiovascular and Respiratory Sciences, Adult Hereditary Metabolic Diseases, Cardiology, and Pediatrics, which will be assessed in light of scientific, pedagogical and extension activities, measured by the following parameters: degree of adequacy of document structure, clarity and rigor of language according to proposed objectives; degree of justification of proposed activities through, namely, technical, scientific and/or university policy references relevant to the proposals in question; degree of originality and innovation of presented scientific and pedagogical proposals (100%).
5 - Jury Operating Mode
5. 1 - Candidate Scoring
Each jury member conducts their evaluative exercise, scoring each candidate in relation to each area and project, on a scale from 0 to 100 points, with rounding to tenths, taking into consideration the assessment criteria approved and publicized in this public notice.
5. 2 - Final Result
The Final Result (RF) of each candidate's evaluation by each jury member is calculated through the sum of classifications in each area, considering respective weighting.
Following their evaluative exercise, each jury member constructs their ordered evaluation list of candidates, with which they participate in votes leading to decision and final ordering of candidates under the terms of point 4, with no possibility of ties between candidates in the final classification.
5. 3 - Jury Deliberations
5. 3. 1 - Any deliberation will result from article 17, No. 12, of the Regulation, applicable by force of article 83-A of ECDU which determined its approval for executing the norms of that legal diploma, covering procedural processing of competitions, namely the evaluation system and final classification.
Consequently, under the terms of article 17, No. 12 of the referred Regulation, the jury will deliberate through justified nominal voting based on adopted and disclosed selection criteria for approval and ordering of candidates, with absolute majority required for any deliberation, with abstentions not permitted.
5. 3. 2 - Ranking Methodology
In various votes, each jury member must respect their ordering list, observing the following in votes:
a) The first vote is intended to determine the candidate placed in 1st place, counting the number of votes each candidate obtained for that place;
b) If a candidate obtains absolute majority of votes for 1st place, they are placed in the respective position and removed from scrutiny, beginning the procedure to choose the candidate who will occupy 2nd place;
c) If no candidate obtains absolute majority of votes for 1st place, a new scrutiny begins, only among candidates who obtained votes for 1st place, after removing the least voted candidate for that place in the previous vote;
d) If there is a tie between two or more candidates in the least voted position, a
- breaking vote is held only among these, counting the number of relative first positions of each, removing the least voted;
e) If the tie persists between two or more candidates in the least voted position, but the number of tied candidates in the least voted position has been reduced compared to the previous voting round, a new
- breaking vote is held only among candidates tied in the least voted position, counting the number of relative first positions of each, removing the least voted;
f) If the tie persists between two or more candidates in the least voted position, without reduction in the number of tied candidates in the least voted position compared to the previous voting round, the tie is broken through the President's casting vote or by exercising a
- breaking vote, as appropriate, with the candidate voted by the President chosen to integrate the subsequent vote for the same place;
g) If there is a tie when only two or more candidates remain for 1st place, the tie is broken through the jury President's casting vote or by exercising the
- breaking vote, as appropriate;
h) Once the candidate for 1st place is chosen, they leave the votes and the procedure for choosing the candidate to place in 2nd place begins, repeating the process referred to in
