Head of Data Management Division – based in Luxembourg. The EIB (European Investment Bank) is recruiting for its Group Information Systems Directorate (GIS), Data & Information Solutions Department (DIS), Data Management Division (DM) at its Luxembourg headquarters. This is a
- time, permanent contract at grade 7. The role requires regular office presence and relocation support is offered. Applications are invited as part of the EIB’s digital transformation and data strategy initiatives.
Purpose: Lead one of the most critical transformations in the EIB Group’s digital journey by shaping and delivering a vision to move from traditional on‑premises data systems to a modern,
- enabled, AI‑powered data ecosystem. This role goes beyond managing platforms to redefining how the group harnesses data as a driver of innovation, efficiency, and impact.
Responsibilities
- Define, lead and implement the enterprise data vision: develop, communicate, and implement a
- looking Data Strategy aligned with business strategy, IT architecture, and the Group’s digital transformation agenda. - Modernize the data ecosystem: evolve legacy data warehouses to next‑generation data platforms (data lakes,
- based analytics, AI/ML platforms) with scalability, flexibility and resilience. - Enable data‑driven decision‑making: deliver high‑performance reporting, dashboarding, and predictive analytics services to empower business units.
- Ensure data security, privacy, and regulatory compliance through industry best practices, risk assessments and cybersecurity measures.
- Monitor and control project delivery within the Data Management domain to ensure timely and budget‑compliant outcomes with business benefits.
- Establish governance and compliance frameworks for data quality, metadata, lineage, security and regulatory requirements.

- Vendor and service model management: simplify vendor landscape, negotiate outcome‑based models, manage hybrid delivery (internal, outsourcing, managed services).
- Deliver at scale: oversee a portfolio of large, complex data projects with measurable business impact.
- Shape the future: monitor market trends and best practices to scale capabilities that advance the Group’s data maturity.
Qualifications
- University degree (Bachelor level or equivalent) in computer science or information technology related field.
- Minimum 10 years of experience managing large IT projects with a focus on Data Warehousing, Data Lakes, Analytics, and AI/ML platforms.
- Proven experience leading data transformation programs, including on‑premises to cloud migrations (hybrid/multi‑cloud).
- Experience in managing and coaching people in multicultural or international environments (e. g. , resource planning, performance assessment, mentoring).
- Experience in the financial sector is an asset, ideally in investment banking or similar, with understanding of core business processes and data requirements.
- Extensive experience delivering solutions in hybrid environments for data warehousing, data lake, analytics and AI.
- Demonstrated experience managing vendors in outcome‑based or outsourcing models, including collaboration in T&M modes.
- Proven ability to deliver complex projects and manage a portfolio using methodologies including scaled agile.
- Experience delivering daily IT services/operations with ITIL practices; automating with Dev

Ops and shift‑left approaches is advantageous. - Excellent knowledge of English and/or French, with a good command of the other; knowledge of additional EU languages is a plus.
