We are looking for a professional with over 5 years of experience as an HSE Site
Manager, both in projects and
- site, to lead the Health, Safety, and Environmental (HSE) management of industrial construction projects.
This role will act as the focal point with subcontracting teams and must be prepared to participate in coordination, clarification, and Kick-Off meetings with subcontractors, as well as in project management meetings throughout execution. A strong ability to identify and manage priorities, influence collaboratively across the organization, define resources, and handle multiple tasks simultaneously and effectively will be highly valued.

Work Modality:
? Site-based. The mobilization period is indefinite.
Responsibilities:
? Define the HSE strategy and prepare, review, and update the corresponding documentation, allocating and managing the key resources required for project execution.
? Supervise and lead the site HSE team, monitoring their performance, reviewing activity forecasts, and assessing associated risks, while providing effective solutions to mitigate these risks.
? Conduct regular site visits to ensure strict compliance with the HSE requirements of both the group and the client; participate in and lead HSE audits and inspection visits as required by the project.
? Manage incidents and
- conformities: receive notifications, lead investigations following internal procedures, implement corrective and preventive actions, and disseminate alerts and lessons learned.
? Coordinate with the Site Management and HSE team regarding additional resource needs (human, technical, training, and competencies).
? Ensure the integration of health requirements, including drug and alcohol policies, and health risk management across all phases of the project.
? Implement and enforce the HSE programs of the group and the client, including the deployment of initiatives such as Project Pulse, OPS/Walkthrough/Leadership, best practices, lessons learned, and the preparation of HSE KPI reports (leading and lagging).
? Lead HSE meetings with contractors and the client, promoting a preventive and collaborative culture throughout the project value chain.
? Issue weekly and monthly reports addressed to the client and the Central HSE Office, ensuring smooth and transparent communication on the status and progress of HSE management
- site.
Requirements:
? Degree in Engineering or Technical qualification.
? Strong knowledge of health and safety legislation in the host country (Portugal).
? More than 5 years of experience in HSE Manager roles within project and site environments.
? Proven experience managing HSE teams and conducting audits and compliance
- ups.
? Proficiency in MS Office suite.
? High level of English (C1 or equivalent); knowledge of Portuguese will be an asset.
? Must hold a work permit in Spain, have permanent residence, or be a citizen of the European Union.
? Valid driving license.
Offer:
Salary + relocation allowance and per diem (if not residing in Sines or the surrounding areas).
