Role Background
The Joint Analysis and Lessons Learned Centre (JALLC) is a NATO entity based in Lisbon, Portugal. The JALLC’s Lessons Learned Analysis Division (LLAD) conducts detailed analysis of lessons that improve NATO’s warfighting, warfare development, and political‑military decision making. In 2026, LLAD is tasked to produce multiple Lessons Learned Analysis reports and provide rapid‑response analysis (R2) and exercise support. This role will augment the analyst capacity by providing two full‑time contractor analysts to support the increase in demand and complexity.
Role Duties And Responsibilities
- Assume responsibility for project teams and deliverables with minimal supervision.
- Plan, conduct, and lead research and analysis activities, including data collection, document research, research interviews, and workshop facilitation.
- Apply qualitative and quantitative research methods to develop analytical products.
- Write, review, and revise analytical and communication products.
- Incorporate feedback from internal and external reviewers into draft products.
- Maintain and archive a reference library, database, and contacts list.
- Verify accuracy of references and citations.
- Identify and engage stakeholders within and outside NATO.
- Attend and present at meetings, workshops, and conferences.
- Perform administrative tasks as required.
Essential Skills And Experience
- In‑depth knowledge of military activities at strategic, operational, and single‑service command HQ levels.
- Experience working as a researcher/analyst in recognised research or analysis organisations.
- Strong writing skills – ability to produce clear, concise, evidence‑based written material in English.
- Intermediate proficiency in MS Word, Excel, and Power
Point.
Desirable Skills And Experience
- Subject‑matter expertise in areas such as Russia’s War Against Ukraine, electromagnetic warfare integration, NATO Training Mission Iraq, cyber operations, or realistic exercise design.
- Understanding of NATO military concepts and structures (e. g. , DDA, NWCC, AJP‑1, AJP‑3).
- Proven application of quantitative and qualitative research methods in customer‑focused projects.
- Track record of communicating research results to senior military audiences.
- Experience with analytic software such as Max
QDA/NVivo, R/Python, or Excel VBA.

- Analytical mindset with curiosity, scepticism, and creative thinking.
Languages
- Proficient in English – C1 level (Common European Framework).
Education
- Master’s degree in Applied Sciences, Social/Political Sciences, Natural Sciences, History, or six years of research‑project‑team experience.
Working Location
Lisbon, Portugal
Working Hours and Policy
- On‑site, Monday through Friday, 08:30 – 17:30, with a lunch break between 12:00 and 14:00.
- Portuguese national holidays apply.
Contract Duration and Level of Effort
- Base Period: 05 January 2026 – 31 December 2026 (225 working days, 1800 working hours).
- Optional Period: 01 January 2027 – 31 December 2027 (225 working days, 1800 working hours).
Travel
- Occasional travel to other NATO sites up to 14 consecutive days.
Security Clearance
- Valid National or NATO Secret personal security clearance.
