Product & Project Manager
Spektrum supports apex purchasers (NATO, UN, EU, and National Government and Defence) and their Tier 1 supplier ecosystem with a wide range of specialist services. We provide our clients with professional services, specialised aerospace and defence sales, delivery, and operational subject matter expertise. We are looking for personnel to join our team and support key client projects.
Who We Are Supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
Services include:
- Cyber Security: Advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: Systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: Secure and reliable communications between NATO forces.
- Electronic Warfare: Supports NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: Management of NATO's information technology infrastructure, including databases, applications, and servers.
The program
Assistance and Advisory Service (AAS). The NATO Communications and Information Agency (NCIA) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO
- wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V. The NCI Agency workforce strategically consists of NATO International Civilians (NICs), Military (Mil), and Interim Workforce Consultants (IWC’s). The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties And Responsibilities
- Develop, communicate, implement and review processes which embed strategic management in the operational management of the organisation.
- Lead and manage the creation or review of a strategy that meets the requirements of the business.
- Set policies, standards, and guidelines for how the organisation conducts strategy development and planning.
- Provide detailed and specific advice regarding the application of specialism to the organisation's planning and operations.
- Actively maintain knowledge in one or more identifiable specialisms.
- Recognise and identify the boundaries of own specialist knowledge.
- Collaborate with other specialists to ensure advice given is appropriate to the organisation's needs.
- Facilitate workgroups to deliver defined goals and outcomes.
- Provide support, guidance and suggestions to workgroups and teams to learn collaborative problem solving and improve their team performance.
- Create shared responsibilities and sustainable agreements with the team.
- Implement and improve agreed team principles, practices, processes & ceremonies.
- Recognise and work with the strengths and constraints of team dynamics.
- Plan and manage the acquisition and deployment of resources to meet specific needs and ongoing demand.

- Advise on available options and customise resourcing approach to meet requirements.

- Engage with external parties in support of resourcing plans.
- Measure effectiveness of resourcing processes and implement improvements.
- Identify the communications and relationship needs of stakeholder groups.
- Translate communications/stakeholder engagement strategies into specific activities and deliverables.
- Facilitate open communication and discussion between stakeholders.
- Act as a single point of contact by developing, maintaining and working to stakeholder engagement strategies and plans.
- Provide informed feedback to assess and promote understanding.
- Facilitate business decision‑making processes.
- Capture and disseminate technical and business information.
- Update and implement improvements to risk assessment and management methods.
- Evaluate the benefits and drawbacks of alternative risk management approaches.
- Recommend risk assessment procedures and techniques based on organisational need.
- Consult on a variety of risk assessment approaches and applications.
- Evaluate, recommend, and justify optimum risk management scenarios.
- Advise others on a variety of risk and reward factors and their relationships.
Essential Skills, Experience And Certifications
- Minimum of 4 years’ experience in managing products.
- Minimum of 2 years’ experience in managing projects or services.
- Minimum of 2 years’ experience in line management of product, project or service managers.
- Experience in customer engagement within large, complex organisations.
- Product manager/product owner certification.
- Training in agile ways of working like Scrum, SAFe, Kanban, Le
SS, and Da
D. - Experience in sourcing and vendor management.
Education
- Master’s degree at a nationally recognised/certified University in a related discipline and 5 years post‑related experience. Or a Bachelor’s degree with 8 years post‑related experience.
