Project Chief Officer (Pco) - Real Estate Development
Our client, a leading real estate developer, is preparing to launch the most ambitious urban regeneration projects in Portugal 45, 000 m²
- use development in Porto. Currently in the design phase, construction is expected to begin in Q4 2026, with final delivery on 2031. This landmark project will set new standards in sustainability, architectural excellence, and urban integration. We are exclusively supporting our client to lead this transformative initiative from concept to completion.
The PCO will be responsible for the full development lifecycle of the project, ensuring strategic alignment, financial viability, and operational excellence. This is a

- level role requiring a multidisciplinary leader with deep real estate expertise and a proven track record in
- scale urban developments.
Key Responsibilities
Strategic Leadership
- Define and drive the project vision in alignment with the client’s
- term goals. - Translate market trends and urban needs into a compelling,
- ready development concept.
Project Planning & Lifecycle Management
- Oversee all phases of the project:
design, licensing, procurement, construction, marketing, sales, and
- sales. - Ensure delivery on time, within budget, and to the highest quality standards.
Financial Management
- Develop and manage complex investment structures, including variable investment models.
- Lead budgeting, cost control, cash flow forecasting, and return analysis.
- Attract and manage relationships with international investors and financial institutions.
Design, Construction & Innovation
- Coordinate with international and local architects to ensure a distinctive, feasible, and sustainable design.
- Oversee construction execution and promote the use of innovative technologies such as BIM and smart building systems.
Risk & Compliance
- Identify and mitigate risks across all project phases.
- Ensure compliance with ESG principles, environmental regulations (e. G. , EIA), and corporate governance.
Stakeholder & Institutional Engagement
- Build and maintain strong relationships with public authorities, investors, partners, and community stakeholders.
- Represent the project in
- level negotiations and institutional forums.
Marketing, Leasing & Commercial Strategy
- Define and implement

- market and leasing strategies. - Collaborate with brokers, agencies, and commercial partners to ensure successful commercialization.
Candidate Profile
Academic Background
- Degree in Engineering, Architecture, Management, Economics, or a related field.
- Postgraduate degree or MBA in Real Estate, Finance, or Project Management is a plus.
Professional Experience
- Over 15 years of experience in real estate, with at least 10 years in senior leadership roles (e. G. , General Manager, Development Director).
- Proven track record leading
- scale urban projects, preferably with investments exceeding €100 million. - Experience managing complex,
- investment developments from inception to completion. - Background working with international design teams and premium urban developments.
- Strong experience in stakeholder negotiation and
- private partnerships.
Core Competencies
- Expertise in project planning, scheduling, budgeting, and risk control.
- Deep understanding of the real estate development lifecycle.
- Strong financial modeling and investment structuring capabilities.
- Excellent leadership, communication, and negotiation skills.
- Strategic thinker with a passion for innovation and sustainable urbanism.
Languages
- Fluent in Portuguese and English (required).
- Spanish or French is a strong advantage.
