NTU International A/S is leading a consortium for the preparation of proposal for the EU funded project in SEA Lot 6: Education Sector Public Expenditure Review (PER) in Greenland and is searching for
- key experts to support the core team during the implementation of this project.

The overall objective of the Education PER would be to provide
- based recommendations for: better fiscal management, efficiently and effectively use of public expenditures to support Greenland’s education sector, improve service delivery).

Senior Expert – Public Finance Expert (Category I)

Key Responsibilities:

• Conduct
  - depth analysis of budget execution, fiscal policies, and financial oversight mechanisms.
• Assess the coherence between public expenditure and fiscal policy objectives.
• Evaluate PFM frameworks, including budgeting procedures, accounting systems, audit practices, and financial reporting.
• Identify gaps and inefficiencies in public finance systems and propose practical,
  - made reforms.
• Provide technical advice to government counterparts and development partners on improving fiscal governance and budget management.
• Prepare
  - quality reports, diagnostics, and policy recommendations.
• Support institutional capacity building related to PFM.

☝ Qualifications and skills:

• Master’s degree or higher in Public Finance, Economics, Public Administration, Accounting, or related field.
• Proficiency in English (C1); Knowledge of Danish or Greenlandic is an asset.

☝ Professional experience:

• Minimum of 12 years of progressively responsible experience in public finance, including at least 5 years in a senior advisory or technical leadership role.
• In-depth knowledge of PFM frameworks, fiscal rules, budget execution systems, financial reporting, and public audit procedures.
• Strong experience in fiscal policy analysis and budgetary performance assessments.
• Proven ability to work with government institutions and/or international organizations on PFM reform processes.

☝ Preferred Qualifications:

• Professional certifications (e. g. , CPA, ACCA, CIPFA).
• Experience with public expenditure and financial accountability (PEFA) assessments.
• Prior work with international financial institutions, donor agencies, or development programs.
