Project Overview
The EU-funded Technical Assistance project aims to support Zambia’s implementation of budget support reforms, with a dual focus on the education sector and public financial management (PFM). The PFM Specialist will provide targeted
- term technical support to strengthen the design, implementation, and monitoring of reforms under Zambia’s Public Finance Management Strategy, ensuring improved efficiency, accountability, and service delivery.
Key Responsibilities
- Conduct diagnostic assessments and performance reviews of PFM systems, including budgeting, execution, internal controls, reporting, and audit functions.
- Provide technical input to the implementation of the PFM Reform Strategy at both central and sectoral levels (particularly education).
- Strengthen links between strategic planning and budgeting, including support to
- based budgeting and MTEF processes. - Advise on expenditure tracking and fiduciary risk mitigation, including public expenditure reviews.
- Support natl. institutions (e. g. Mo
FNP, Mo
GE, ZPPA, Auditor General) in building capacity for PFM transparency and accountability. - Contribute to the design and delivery of training workshops and stakeholder dialogues on PFM topics.
- Collaborate closely with EU Delegation and key stakeholders to support budget support implementation and indicator tracking.
- Draft
- quality technical reports and policy briefs tailored to the needs of both natl. partners and the EU Delegation.
Qualifications and Skills
- Master’s degree (or equivalent) in Economics, Public Finance, Accounting, Public Administration, or a related field.
- Excellent analytical and technical writing skills.
- Full professional proficiency in English (C1 level or above).
Professional Experience
- Minimum of 10 years of professional experience in Public Financial Management, including direct work on reforms in budgeting, expenditure management, financial reporting, internal controls, or audit.
- Prior experience working with or within public institutions in Zambia and/or Sub-Saharan Africa is strongly preferred.
- Demonstrated experience in:
- Working under Official Development Assistance (ODA) modalities
- Implementing or advising on PFM strategies or reforms
- Working with EU or
- funded budget support or technical assistance projects - Experience coordinating with natl. stakeholders and donor agencies, ensuring continuity and contextual sensitivity.
