Apply for the Rail Rolling Stock Sector Engineer – based in Luxembourg role at European Investment Bank (EIB). This full‑time permanent position at grade 5 is based at our Luxembourg headquarters and requires regular office presence. The EIB offers relocation support.
The EIB, the European Union’s bank, recruits for its Projects Directorate (PJ) – Mobility Department (MOBILITY) – Mobile Assets and Deployment Division (MADE) in Luxembourg.
Purpose
Lead the technical assessment of high‑impact capital investment projects and programmes in the rail rolling‑stock sector. Your expertise will also support other transport domains, including rail infrastructure and mobile assets.
Accountabilities
- Shape the future of transport by reviewing projects and programmes at an early stage to ensure they fit with the EIB’s Transport Lending Policy and other EIB policies.
- Assess project viability by evaluating the technical and environmental aspects of transport projects, especially in rail rolling‑stock, and ensuring procurement processes, technical, regulatory, and operational standards are met.
- Work as a team by collaborating with economists to identify and manage technical risks, supporting the overall economic and financial assessment of projects.
- Oversee project progress by monitoring the implementation of investments and programmes, ensuring compliance with loan conditions and EIB policies.
- Protect the Bank’s reputation by spotting and addressing any reputational or financial risks.
- Communicate insights by preparing clear, high‑quality reports that summarise findings and support decision‑making.
- Support decision‑making by providing technical input to documents used by the Bank’s decision‑making bodies.
- Advise and build capacity by offering technical advice, drafting terms of reference, and overseeing external consultants.
- Collaborate widely with other EIB departments, the European Commission, international financial institutions, and industry associations on transport policy and sector questions.
- Stay up to date with the latest developments in rolling‑stock technologies, market trends, and regulations.
- Contribute to knowledge by helping with sector studies, policy papers, and analyses.
- Represent the EIB at selected sector events, sharing expertise and building relationships.
Qualifications
- Master’s degree or equivalent in engineering. Post‑graduate qualification or professional experience in economics or transport planning is an asset.
- At least 5 years of relevant professional experience in transport, preferably in the railway rolling‑stock sector; experience in rolling‑stock procurement, manufacturing, operations, asset management or technical advisory is required.
- Excellent knowledge of English and/or French, with a good command of the other.
It Would Be An Advantage If You Have
- Experience or knowledge of other sectors covered by the division (car and truck fleets, shipping, aircraft, EV charging), and experience in multiple EU countries.
- Exposure to PPP/project finance and innovative funding structures for transport projects.
- Good knowledge of EU sector policies and regulations, and understanding of the Bank’s operational framework.
- Knowledge of German is a strong advantage; other EU languages are an advantage.
